Tony Oxley was born in Sheffield, England. A self-taught pianist by the age of eight, he first began playing the drums at seventeen. In Sheffield he was taught by well respected local drummer Haydon Cook, who had returned to the city after a long residency, in the 1950s, at Ronnie Scotts in London. In 1993 he joined an international quartet that included Tomasz Stańko, Bobo Stenson, and Anders Jormin, and in 2000 he released the album Triangular Screen with the Tony Oxley Project 1, a trio with Ivar Grydeland and Tonny Kluften.

He released his first album under the name Planet P Project in 1983, called Planet P Project (originally titled Planet P), which peaked at on the Billboard 200. On the week ending March 19, 1983, both Planet P Project and Carey's earlier album I Won't Be Home Tonight were climbing Billboard's Rock Albums chart simultaneously, with. Planet P Project then at and I Won't Be Home Tonight reaching its peak at (The following week Planet P Project had made it up to though I Won't Be Home Tonight had slipped to the position). In 1983 and 1984, Carey recorded his third solo album, the more successful Some Tough City, and his second Planet P Project album, Pink World. A dispute with the label arose when Geffen's representative was not satisfied with the lyrics to "A Fine, Fine Day" and "The First Day of Summer".
